A hornpipe is both an Instrument and a Style of Dance (which, I suppose *could* be a form a torture), a Hosepipe is an old British term for a Hose, and the Scupper is the opening on the side of a ship where water drains out.
A common method of sobering someone up is the Cold shower, no?
So you take the proverbial Drunken Sailor, stuff him in the drain, and spray the hell out of him with Cold water from a hose....
...or, alternately, prop his eyes open and subject him to Michael Flatley... :) -

... a lot of the time we ad-lib ... it makes for some hilarity and some really f***ed up verses. -
